Necromancer.  That's what I'm being now.

Have never heard "niggardly" used innocently.  The person who uses the word is typically a passive aggressive racist who lacks the "cojones" to use "the" word, so he/she uses a soundalike.  Am guessing the DC official deliberately used the word thinking he/she had a loophole. A Colorado professor used the word to antagonize black students. 

Ritard is similar.

In the books the "Game of Thrones" series is based on, the words "niggard" and "niggardly" appear a combined amount of 14 times.
