Necromancer.  That's what I'm being now.

Have never heard "niggardly" used innocently.  The person who uses the word is typically a passive aggressive racist who lacks the "cojones" to use "the" word, so he/she uses a soundalike.  Am guessing the DC official deliberately used the word thinking he/she had a loophole. A Colorado professor used the word to antagonize black students. 

Ritard is similar.

Ritardando is a musical term to denote decreasing tempo. Ritard is the noun.

Niggardly is not "nigger" and it is not a racist word. It is not racist to include a racist word in a discussion about racist words. If you want to be overly-sensitive due to the similarity of the phonetics, don't use them inappropriately. Use a dictionary and stop using poor examples (guesswork) to suggest these words are something they are not. Only through a lack of understanding have (a few) responsible instances of the use of niggard gained attention in media, who are 'in-the-business' of promoting such lameassed stories for profit.

Niggardly (noun: "niggard") is an adjective meaning "stingy" or "miserly", perhaps related to the Old Norse verb nigla = "to fuss about small matters". It is cognate with "niggling", meaning "petty" or "unimportant", as in "the niggling details".

Nigger, which has become a racist insult in English, derives from the Spanish/Portuguese word negro, meaning "black", and the French word nègre. Both negro and noir (and therefore also nègre and nigger) ultimately come from nigrum, the accusative singular masculine and neuter case of the Latin masculine adjective niger, meaning "black" or "dark".
