My favorite is the possibility (explored by systems theorist Ervin Laszlo) that the quantum vacuum is actually a subquantum plenum, a field in which all events are holographically encoded -- a field therefore "informing" the entire process of cosmic evolution.

not a "perfect vacuum", but the usual number is about 1 atom per liter in open space, which means it is essentially empty for any calculation. There is also the concept of vacuum energy, which has no effect except at the tiniest of quantum scales, and that has nothing to do with the vacuum of space
