You're wrong. It doesn't mean "Where" it means "Why." Juliet is specifically asking why is Romeo a Montague instead of someone that sides with the Capulets. It is one of the most important lines of the play, and if you're not willing to open a dictionary and find out why you are actually wrong when you believe others to be wrong, then I probably want nothing to do with you.
