Men: Not So Good At 'Hints'. Can't you just SAY it?

Advice Please: At what point of not hearing back from a woman is it obvious she is not interested?
-After she doesn't reply to an email once
-If she gives short, unrevealing answers
-If she says she enjoys conversing, so I send a real email address, and never hear from her again

Is she really 'too busy'?  Or is it just that she wants to be pursued? (and just what does that mean, can email a form a pursuing?)
At what point does it leave pursuit and become annoying/stalking if she doesn't reply and I've sent a second message?  At that point, I'm not interested in pursuing (a black hole void of communication), but I'm left wondering what happened (was it something I said? she seemed interested/interesting, and suddenly disappeared)!

~out on a limb in new territory in fervent pursuit of straight, vulnerable honesty instead of wondering in my head or going "oh well, she didn't message me back, guess that means _____."

Entails hiking in a beautiful place with a destination of water (lake/ocean/river), coming home to cook an amazing meal mostly or completely from fresh veges and herbs we pick together from the garden, and just enjoying eachother's company, with conversation, watching a movie, playing games, solving global problems that have plagued humanity since the dawn of time, massage, taking a bath, lovemaking, sharing a book by reading together, reading different books while cuddling, enjoying eachothers eye colors, caressing curves, kissing, admiring your precious smile, appreciating how great you are in your life and the difference you make for people and the world.
