I've worked it out. Pigeons are spontaneously created near scattered stale bread. You try it. Go to a public space such as a park throw old stale bread crumbs (Not so old they're green! More later*) It won't work with fresh bread as the pigeons will realise it's a trap.
Count them quickly before the bread runs out.
* if the bread is so old it's turned green, the pigeons will die and it will be easier for you to count them more accurately
